Chief Officer Designate
Claire is Chief Officer (Designate) of Partners in Care, bringing 20 years of experience in adult social care, workforce development and sector transformation. A values-driven leader, she is passionate about championing independent care providers and strengthening the voice of the sector at both local and national levels.
Claire began her career with Partners in Care (formerly Shropshire Partners in Care and the Care Workforce Development Partnership), progressing from apprentice administrator to a senior workforce development leadership role. This early foundation gave her a strong understanding of provider needs, partnership working and the operational realities of the care sector.
She later joined Skills for Care, holding several national roles spanning digital transformation, employer engagement and workforce reform. Most recently, as Programme Head for Employer Engagement, she led delivery of the adoption of the Care Workforce Pathway, a major national programme supporting workforce development across England.
Claire’s expertise includes strategic leadership, stakeholder engagement, digital innovation and national programme delivery. She has worked closely with government departments, local authorities, integrated care systems and care associations to influence policy and drive sustainable change.
Born and raised in Shropshire, Claire is committed to supporting providers to deliver high-quality, sustainable care that improves outcomes for local communities.
